EEC Unveils 16,000-Rai Smart City Project in Bang Lamung

Thailand’s Eastern Economic Corridor (EEC) is moving forward with plans for a major new smart city development covering 16,000 rai in Bang Lamung, Chonburi. The project aims to become a model green city targeting Net Zero emissions by 2050, with an estimated private-sector infrastructure investment of THB 70 billion under a 50-year PPP concession.

The Eastern Economic Corridor (EEC) is preparing a development framework for the EEC Business Center and Smart City (EECiti), a large-scale urban development project designed to support Thailand’s future economy, attract international investment, and improve quality of life.

According to EEC Secretary-General Chula Sukmanop, the project is expected to be submitted to the Cabinet for approval in principle by the end of 2026. Private-sector selection is planned for 2027, with initial infrastructure construction expected to begin in 2028.

THB 70 Billion Infrastructure Investment Under PPP Model

The project is expected to attract approximately THB 70 billion in private-sector infrastructure investment through a Public-Private Partnership (PPP) model.

Private investors may be responsible for designing, constructing, operating, and maintaining essential infrastructure, including electricity, water supply, transportation, and information technology systems.

The proposed concession period is 50 years, allowing private operators to manage infrastructure services and collect service fees under agreed government conditions.

The development will prioritize integrated infrastructure planning from the beginning to ensure long-term efficiency and support the city’s Net Zero target.

Six Development Zones Designed for Future Living

The 16,000-rai development is planned around six major functional areas, combining business, residential, healthcare, education, and lifestyle facilities.

Key development areas include:

  • Regional Headquarters and Business Center
  • Government Center and Central Business District (CBD)
  • Medical and Future Healthcare Center
  • International Education and Research Center
  • Tourism, Sports, and Logistics Business Center
  • BCG Business, Residential and Mixed-Use Developments

The city is designed to accommodate international professionals, businesses, families, and retirees, creating a complete urban environment where people can work, live, and access essential services.

A Green City Targeting Net Zero by 2050

One of the project’s main objectives is to develop a sustainable city with approximately 30% green space and environmentally friendly infrastructure.

The proposed urban design includes:

  • EV-focused transportation within the city
  • Integrated public transportation systems
  • Renewable and clean energy infrastructure
  • Smart water and electricity management
  • Sustainable construction and urban planning

Conventional petrol and diesel vehicles may be restricted to designated parking areas, with alternative transportation provided for travel within the city.

International Sports Complex Planned on 1,500 Rai

The project will also include a major international sports and recreation district.

In 2025, the Sports Authority of Thailand (SAT) signed an MOU with the EEC to develop an International Sports Center in Chonburi, covering approximately 1,500 rai.

The proposed sports park includes:

  • A new national stadium with a capacity of at least 80,000 spectators
  • A 10-lane athletics track
  • Indoor volleyball arena for at least 15,000 spectators
  • Aquatic sports facilities
  • International-standard sports and recreation facilities
  • Sustainable green spaces

The stadium is planned to meet FIFA World Cup standards, with facilities also designed to accommodate major sporting events and concerts.

Data Centers to Support Thailand’s Smart Economy

Beyond urban development, the EEC is also preparing for the next phase of economic growth through advanced technology and digital infrastructure.

A key focus is the development of Data Center Zoning to support artificial intelligence (AI), advanced electronics, and other high-tech industries.

The EEC has been studying suitable locations for data centers for approximately five to six months, considering their substantial electricity and water requirements.

Around 30 potential investors have expressed interest, with approximately 10 major hyperscale data center investors expected to be potential serious participants.

The EEC is also targeting annual actual investment of approximately THB 150 billion, up from the current level of around THB 100 billion.

Project Timeline and Investment Outlook

The EEC Smart City project is expected to progress through the following stages:

  • Late 2026: Submit the project framework to the Cabinet for approval in principle.
  • 2027: Begin the private-sector selection process.
  • 2028: Start initial infrastructure construction.
  • 2050: Target Net Zero greenhouse gas emissions.

With its strategic location in Bang Lamung, Chonburi, the project is expected to become an important driver of economic growth, international investment, advanced technology, and future urban development in Thailand’s Eastern Economic Corridor.

The development represents a significant long-term opportunity for Chonburi and the wider Pattaya region as the EEC continues its transition towards a smart, sustainable, and internationally connected economy.
